Construction of a platform collaborative for the battery industry in Hauts-de-France
Territorial and regulatory context
The Hauts-de-France Region has established itself as a strategic hub in the battery sector, notably thanks to the establishment of several gigafactories, now known as the “Battery Valley”. The Phase 1 of the BATTERS project helped to build a roadmap for the region to engage in a circular economy dynamic.
This fast-growing ecosystem is attracting many players in the value chain (refining, recycling, reuse, etc.). Faced with economic and environmental issues, Regional and international initiatives are multiplying, accompanied by the development of support services for industries (logistics, recycling, training, safety, consultancy and R&D). The map of players is shown below.

On the regulatory front, new European standards are governing the battery industry:
- Regulation (EU) 2023/1542 on batteries : sets mandatory thresholds for the integration of recycled battery materials and the display of their carbon footprint.
- Digital Product Passport (DPP) : a QR code will accompany each battery to inform consumers and facilitate life cycle tracking from 2027 onwards.
- Critical Raw Materials Act (CRMA) : aims to secure the EU’s supply of strategic raw materials.
The success of this “Battery Valley” relies on building an interconnected and adaptable ecosystem, capable of evolving simultaneously to meet the expectations and disruptions of a globalised industrial sector. This ecosystem will strengthen Hauts-de-France’s position as a driver of the global energy transition.
Presentation of the project


The BATTERS Phase 2 project, funded by the Just Transition Funds, began in May 2025 and is expected to run until 2028. Its main objective is to develop, with regional stakeholders in the battery value chain, a collaborative platform focused on the environmental impacts and eco-design of batteries. Enabling regulatory compliance and secure data sharing, this project aims to boost and facilitate environmental initiatives within the battery sector in Hauts-de-France.
Project owners
WeLOOP’s expertise focuses on LCA and eco-design. Its BATTERS team, drawing on its experience with batteries, will put its expertise at the service of regulatory monitoring and support for industrial stakeholders, and will also ensure the data collection and the development of the database for the tool.
